What is Shadow Empire?
Shadow Empire is a turn-based 4X wargame in which players rule a small nation on a devastated alien planet.
The campaign combines military operations with diplomacy, budget control, economic development, and infrastructure building. Recruit leaders to serve as governors, commanders, directors, or advisors, and manage political bodies whose votes can change the empire’s laws. Procedurally generated planets vary in terrain, climate, hazards, and resources; research paths also differ between games. More than 200 stratagems can handle sequences of management tasks or respond to crises.
Armies can be built from 30+ unit types and over 100 formations, with customizable components. Combat accounts for supply, morale, readiness, terrain, and other operational factors. Supply networks use roads, rail, stations, and air transport, while shortages of food or ammunition affect the military and population.
