Our take on Ishin no Arashi
The freedom framing suggests a single national objective, but the campaign can support opposing loyalties: the shogunate, the emperor, or public opinion. The central tension is therefore political alignment as much as unification, rather than a straightforward liberation story.
What is Ishin no Arashi?
Set at the end of the Tokugawa Shogunate, this strategy game places players in the role of one of 12 prominent figures, including Ryoma Sakamoto, Kaishu Katsu, and Takamori Saigo.
The objective is to guide Japan toward freedom by bringing 13 domains together under a shared ideal. That ideal can support loyalty to the shogunate, allegiance to the emperor, or the interests of public opinion. Progress relies on a combination of persuasion and force, with the chosen historical figure shaping the campaign. Released in 1988, the game is part of the Kou Shibusawa Archives collection, which brings previously released titles to Steam.
