Players take the role of a Three Kingdoms ruler who begins with limited funds, soldiers, and generals.
Dice-based travel leads to trading, gambling venues, city occupation, construction, recruitment, and military expansion. City facilities can support population, commerce, tax income, food supplies, or defenses. Each city has specialty goods that can be bought and sold between regions. Passing an opponent's city can lead to a duel, field battle, or siege instead of a toll payment. The “Unify the Realm” mode follows historical storylines for Cao Cao, Sun Quan, and Liu Bei, with distinct stages and unexpected events. “Rise of the Warlords” allows custom victory conditions, participants, maps, and time-limited scoring, with 11 rulers available. Local play supports 1–4 participants.
