Opponent actions, unexpected events, referendums, debates, and parliamentary coalitions shape each campaign. Seven scenarios include randomised elements for replayability. The game includes 80 events, 50 debate cards, 50 referendums, dozens of ideologies and character traits, and a European map divided into countries and demographic groups. Campaign goals range from gaining parliamentary seats to uniting Europe, forming a single state, or dissolving the Union.
