What is Heian City Story?
Heian City Story is a city-building simulation set in an earlier historical period.
Players expand a settlement with restaurants, teahouses, temples, gaming halls, plants, and other facilities while raising land value and population. Facility placement can create combinations recorded in a Street Index, and items can upgrade residents or all facilities of one type. Residents generate Gold and Research Points through facilities, which can be improved and remodeled after reaching usage thresholds. Tourists may recommend the city and become residents.
Monsters and animals periodically attack, requiring defensive facilities or Guardian Spirits whose abilities and positions affect their use. Each in-game year ends with a Culture evaluation and star rating. The main game concludes after Month 3 of Year 12, though continued play preserves money and points as a high score.
